I would agree with parts of your opinion. State championships should have teams at their best performance and the judging should be top quality.
After watching what I would consider a routine rittled with errors for the second place team, I question how they got second place?

The judging at this event was abominable. There is not a coach out there who would not question the marks for the second and third place teams performances.
Maybe we had Russian ice skating judges instead of qualified cheer judges at this year's state event?
